When a Goto instruction is executed it can jump directly to the location of a label in the code block. Now, this label must be inside of the same code block as the GOTO that is pointing to it. The label instruction, itself, is a 'power-rail' instruction. This just means that even though it is displayed on the left hand side of the logic, it is actually entered in on the right-hand side of the logic and then collapses directly down to to the Power rail as it cannot have contacts or logic in front of the instruction.
